I had this problem for a while and I believe I found the issue to the problem. I first bought Elder Scrolls Online from Steam and when fully installed, I tried to open the patcher and it would load up.
I then uninstalled it, went to the ESO site and installed it from there. Still the same problem, but this time once the game opened and i selected my region and file location it just stuck there on a loading screen. So I hope this solution helps you, if it does please let me know as it worked for me. Once the zip file has been downloaded, extract it and enter the AIO folder, then enter the svcpack folder. Restart your computer once its completed.
Let me know if this worked. So I had this problem as well, but after messing with flash player, firewalls, directx, and my graphics driver it did not fix. I ended up copying the game folder from a different working installation and then reinstalling the launcher. Doing that allowed it to work. As a note we have 4 computers 2 desktops, 2 laptops that all run ESO.
Of the laptops one has NVidia graphics the other has intel hd g , intel processor amd a8 , and 8gb 6gb. Of the four computers only the amd laptop had this problem. I also own the discs and installing that way also had the problem.

Literally just a series of rinse and repeat. With the Xbox One there's not much to suggest since it's more to do with the servers just being overloaded. Adobe won't reinstall afterward? Resume the download and after origin verifies the game files it will just say resuming for a long time you will find the game will instantly skip to the installing stage EDIT: if your download is stuck and no folder was created go to the folder in step 1 and create the folder eg Medal of Honor Pacific Assault origin doesn't add special characters to there folder names so any special characters in game names are spaces and any existing spaces are spaces in the folder name the only exception i have found to that is need for speed the folder name is Need for Speed TM Most Wanted with the trademark TM in brackets so if you have the problem with that game there is the folder name you create and them start the download and then follow steps above.
